What is an animal shelter?

An animal shelter is generally a facility that provides temporary or longer-term care for animals that are abandoned, lost, surrendered, confiscated or otherwise in need of support.

Many shelters work primarily with dogs and cats, while others may also care for rabbits, birds or other domestic animals. Depending on the organisation, animals may be reunited with their owners, placed in foster care or adopted into new homes.

The terms shelter, rescue centre, refuge and sanctuary are sometimes used differently between countries and organisations. A project describing itself as an animal shelter is not automatically proof of its legal status or welfare standards.

Possible volunteer activities

Depending on the shelter, participants may help with:

preparing food and water;
cleaning appropriate animal areas;
walking suitable dogs;
socialising cats, dogs or other animals where appropriate;
laundry and general cleaning;
maintaining kennels, enclosures and shared spaces;
gardening or site maintenance;
photography and adoption profiles;
fundraising, communication or administrative support;
community education and adoption events.

The exact role should be explained before arrival. Volunteers should not assume that direct animal handling will always be appropriate or permitted.

Animal welfare and responsible shelters

Before joining, ask how animals enter the shelter, what veterinary support is available and what normally happens after their stay. For companion animals, this may include reunification, fostering, adoption or long-term care.

It can also be useful to ask about capacity, housing conditions, exercise, enrichment, sterilisation policies where applicable and how the organisation manages animals with behavioural or medical needs.

A high number of animals or emotionally difficult cases does not automatically indicate poor management, but volunteers should be able to understand the organisation’s welfare approach and their own role within it.

Veterinary roles and animal handling

Diagnosis, surgery, medication and other veterinary procedures should remain with appropriately qualified and authorised professionals.

Volunteers should not carry out veterinary tasks simply because a shelter lacks staff. Animal handling can also require specific training, especially with frightened, injured or behaviourally challenging animals.

Ask about bites, scratches, zoonotic diseases, vaccination recommendations, hygiene procedures and protective equipment before working directly with animals.
