Before accepting an opportunity, confirm the expected activities, weekly hours, days off, accommodation, meals, exact location, length of stay and any fees or contributions directly with the host.

Some projects may provide accommodation, meals or other forms of hospitality, while others may provide only part of these arrangements or request a contribution. Do not assume that every opportunity includes free food and accommodation.

Voluntouring does not organise placements, select volunteers, arrange visas or residence permits, or mediate between volunteers and hosts. Older announcements may remain online for archival and informational purposes.

Entry and volunteering in Croatia

Croatia is a member of the European Union and has been part of the Schengen Area since 1 January 2023. Entry requirements depend on your nationality, length of stay and purpose of travel.

For travellers subject to Schengen short-stay rules, time spent in Croatia forms part of the general limit of up to 90 days in any 180-day period. A Schengen short-stay visa or visa-free entry does not by itself provide permission to work.

EU, EEA and Swiss participants

EEA nationals and Swiss citizens can work and provide services in Croatia without a Croatian stay and work permit or work registration certificate.

For stays of up to three months, EEA nationals can generally stay in Croatia with a valid identity document or passport without registering temporary residence with the police. Longer stays require registration under the applicable residence rules.

Formal volunteering for non-EU nationals

Croatia has a specific immigration route for certain third-country nationals participating in organised voluntary service programmes.

Eligible volunteers participate on the basis of an agreement with the organisation responsible for the voluntary service. This can include programmes within the European Solidarity Corps, other international exchange and volunteer cooperation programmes, and certain other approved volunteering schemes.

Where the conditions are met, the volunteer can be issued a Croatian stay and work permit. The application normally requires documentation such as the volunteering agreement, health insurance, sufficient means of support and information about the host organisation. The permit can be issued for up to one year.

European Solidarity Corps and older EVS listings

Some older Croatia listings may refer to the European Voluntary Service (EVS). EVS is a former European youth volunteering programme and has been replaced by the European Solidarity Corps.

Older announcements may retain the original terminology for archival purposes. Always ask the organisation whether it currently offers an ESC opportunity or another programme and confirm the current eligibility requirements.

Hostel, tourism and hospitality exchanges

Some opportunities in Croatia involve hostels, campsites, guesthouses, restaurants or other tourism and hospitality businesses, particularly in coastal areas and during the summer season.

These exchanges should not automatically be treated in the same way as formal volunteering with a non-profit organisation. Reception shifts, housekeeping, cleaning, food service or other regular hospitality duties may resemble paid employment even if accommodation or meals are offered instead of wages.

Croatia has specific stay and work permit procedures for seasonal employment in sectors including hospitality and tourism. This makes it especially important to distinguish a genuine volunteer arrangement from a position that would normally be performed by a seasonal employee.

If an exchange involves regular work for a commercial host, ask the host to clarify the legal basis for the arrangement and verify the applicable requirements independently.

Island and coastal projects

Some volunteering opportunities are located on Croatian islands or in small coastal communities. Before travelling, confirm transport arrangements, particularly if the project is outside the main tourist season when ferry and bus services may be less frequent.

If the exchange involves sailing, diving, water sports, construction, agricultural work or driving, make sure your insurance covers the activities you will actually perform.

Before accepting an opportunity

Ask the host to confirm:

the identity and legal status of the host;
the exact activities and weekly hours;
days off and supervision arrangements;
accommodation and sleeping conditions;
meals and other included expenses;
any fees, deposits or contributions;
whether the opportunity is volunteering, a hospitality exchange or paid employment;
insurance arrangements;
which immigration or work authorisation requirements apply to international participants.
