Volunteering in Cuba

Volunteer opportunities connected with Cuba can vary according to the organisation, location and period.

Possible activities may include:

• community and non-profit initiatives;
• environmental and conservation activities;
• cultural and educational exchange;
• project administration and communication;
• fundraising or organisational support;
• agriculture or community food projects;
• humanitarian or resilience programmes run by established organisations;

Older volunteering programmes

Voluntouring has previously published structured international programmes involving Cuba. For example, a 2020 EU Aid Volunteers call included a three-month project-management position with WeWorld in Cuba.

That opportunity was scheduled for November 2020 to January 2021 and is now historical. Older programmes can remain useful as references to organisations and previous forms of volunteering, but their application links, funding conditions and eligibility requirements should not be treated as current.

Check the organisation and current role

Before considering a placement, ask what the organisation currently does and what role international volunteers actually perform.

Confirm:

• the exact project location;
• the activities volunteers perform;
• the organisation responsible for the programme;
• training and supervision;
• weekly hours and days off;
• minimum and maximum stay;
• accommodation and meals;
• transport arrangements;
• health and insurance requirements;
• fees, allowances or other financial conditions;
• the immigration status appropriate to the proposed activities.

If the opportunity involves specialised professional activities, ask what qualifications and local authorisations are required.

Current shortages and everyday practicalities

Current shortages of fuel, electricity and basic supplies can affect everyday life as well as volunteer programmes.

Before travelling, ask the host specifically about:

• current electricity and power-cut conditions;
• access to drinking water;
• availability of food;
• transport and fuel availability;
• access to medication and healthcare;
• internet and mobile communication;
• airport or inter-city transport;
• what contingency plans exist if conditions deteriorate.

Conditions can vary between locations, so current information from the host is more useful than descriptions written several years earlier.

Flights and transport

Transport conditions in Cuba can change with fuel availability. Flight schedules, domestic transport and local services may be disrupted or reduced at short notice.

Before departure, check directly with your airline and confirm how you will travel from the airport to the project and between locations during your stay.

If a volunteer placement depends on regular private transport or a host pickup, ask what alternatives exist if fuel is unavailable or plans change.

Money and payments

Payment conditions require particular planning in Cuba. International banking and card availability can change, and some foreign cards or payment systems may not function normally.

Before travelling, check current official advice and ask your accommodation or host which payment methods are actually usable.

Do not rely on being able to withdraw money after arrival. Keep an appropriate emergency reserve and follow current rules concerning legal currency exchange.

Visas and immigration

Entry to Cuba and permission to participate in volunteering or other activities should be considered separately.

Cuba operates an electronic tourist visa system, but a tourist visa should not automatically be assumed to authorise every form of volunteering, NGO activity, work exchangeA work exchange is an arrangement in which a traveller contributes an agreed amount of help to a host in return for benefits such as accommodation, meals or learning opportunities. Conditions vary by host. or professional work.

Ask the organisation to explain what activities you will perform and which immigration status it expects international participants to use. Verify this independently with an official Cuban consular or immigration source before travelling.

Special rules for people subject to US jurisdiction

People subject to United States jurisdiction should be particularly careful before arranging travel to Cuba.

US regulations do not permit travel-related transactions for ordinary tourism in Cuba. Travel can be authorised only under specific categories and conditions established by the US Treasury’s Office of Foreign Assets Control.

Some categories include humanitarian projects, support for the Cuban people, certain educational activities, professional research and activities of private foundations or research and educational institutes. The fact that an activity is described as volunteering does not by itself establish that it qualifies.

Travellers subject to these rules should consult the official OFAC Cuba sanctions guidance before making arrangements.

Health and insurance

Access to healthcare and medication may be affected by current shortages.

Before travelling, check current health guidance for Cuba and make sure you have appropriate insurance for the destination, duration and activities involved.

Ask the host where suitable medical assistance is available and what happens if a volunteer needs treatment or evacuation.

Insurance conditions should also be checked against current government travel advisories, as travelling contrary to official advice can affect coverage under some policies.

Hurricane season

Cuba is exposed to tropical storms and hurricanes during the Atlantic hurricane season. Severe weather can affect electricity, communications, roads, flights and access to supplies.

If travelling during hurricane season, follow current weather information and local emergency instructions and allow flexibility in transport and departure plans.

Children and vulnerable communities

Projects involving children, healthcare or vulnerable people require additional care regardless of the destination.

International visitors should not automatically receive unsupervised access to children or be assigned professional teaching, medical, counselling or social-work responsibilities without appropriate qualifications, supervision and local authorisation.
